What is Application of Permanent Residency by using Point calculation?
“I heard that the Immigration Services Bureau grant the application of Permanent Residency even though the applicants don’t live in Japan for 10 years or more. Is it true?”
“I heard that some people get the Permanent Residence Permits with a few years stay in Japan even through they are not married with Japanese or Permanent Resident. Is it ture?”
When I communicate with our clients, I’ve heard such questions. The answers to these questions are “Yes”. If you use “point calculation for Highly skilled Professionals”, you could get the Permanent Residence Permits with a few years stay in Japan.
What is point calculation under the Ordinance of Highly skilled professional
The Point calculation under the Ordinance of Highly skilled professional is the system made by the Immigration Services Agency of Japan, Ministry of Justice. This is the system to evaluate foreign citizens who has highly skilled professional skills. This system evaluate academic background, work experience, age, license, patens and other academic achivements.
Relationship between Point calculation and Permanent Residence
For the applicants who currently has 70 points or more, or 80 points or more under the point calculation for the Ordinance of Highly skilled professionals, there are the following special treatments for the Application of Permanent Residency in Japan.
For persons who has 70 points or more
If you also meet some other requirements, you could apply for the Application of Permanent Residency in Japan with 3 years or more stay in Japan.
For persons who has 80 points or more
If you meet some other requirements, you could apply for the Application of Permanent Residency in Japan with 1 year or more stay in Japan.
Merits of getting Permanent Residence ① Living in Japan without period of stay
If you become Permanent Residents, your status VISA will be valid forever. You don’t apply for the extension of period of stay (VISA extension) to keep their residence status in Japan.
Merits of getting Permanent Residence ② Flexibility on activity in Japan
Even through Working VISA has the limitation on activity in Japan, Permanent Residents has no limitation on their activity in Japan. You could engage in any kinds of jobs in Japan. You could also start your own business in Japan.
Merits of getting Permanent Residence③Credibility
By getting the status of Permanent Resident, you will gain the credibility in Japanese society. There are many banks which requires the status of Permanent Residents to apply for home loan and any kinds of Business loan.
Merits of getting Permanent Residence④ Family’s VISA status(Residence status)
Unlike Working status holders like Engineer/Humanities/International services, the family of Permanent Residents could get “Spouse and Child of Permanent Residents(永住者の配偶者等)” and “Long term Residents(定住者)” which has no limitation on activity in Japan.
Merits of getting Permanent Residence⑤Flexibility of job change
If you have Highly skilled Professional status in Japan and plan to change your jobs, you need to apply for Highly skilled Professional status under new employers when you change your job. However you don’t have to take any Immigration procedures if you get the Permanent Residence Permits.

The first step to get the status of Permanent Resident is checking whether you meet the requirements of Permanent Residence.
Requirement①Earning necessary amount of income to sustain life in Japan
To get the status of Permanent Resident, you need to earn income in the amount to sustain your life in Japan. Practically, at least you need to earn 3 million yen. But the required amount could be increased because of the number of family member and dependents.
Requirement②Good moral standing
You are required not to have criminal record. And the Immigration Inspectors also check the history of traffic rules violations.
Requirement③Having 3 or 5 years valid status
To get the status of Permanent Resident, you need to have the status which is valid or 3 years or 5 years. So, if you have 1-year valid status, you are not eligible to obtain Permanent Residence in Japan.
Requirement④paying tax and social security
To get the status of Permanent Resident, you need to fulfill the public duty (the payment of local tax, national tax, health insurance and pension). Recently, the Immigration Inspectors also check whether the applicants pay tax and social security on or before the payment deadline designated by the government.
Requirements⑤Having enough points under the point calculation and meet other requirements.
For the persons who have currently have 70 points or more under the Ordinance of Highly Skilled Professionals
You need to meet one of the following conditions.
a. Having Highly Skilled Professional status and keeping 70 points or more for 3 years or more
b. Having 70 points or more at the point which is 3 years before from the date of application for Permanent Residency in Japan and keeping 70 points or more for 3 years or more.
For the persons who currently 80 points ore more
You need to meet one of the following conditions.
a. Having Highly Skilled Professional status and keeping 80 points or more for 1 years or more
b. Having 80 points or more at the point which is 1 years before from the date of application for Permanent Residency in Japan and keeping 80 points or more for 3 years or more.
